I've posted on the old Milwaukee Co Aslyum before. The fact of the matter is their were several buildings that had the name and the site of it moved several times. The last iteration under that name that existed is on the campus of what is now Froedtert (Pronounced more like Freighter) Hospital in Milwaukee. Records from the 1950's, even for someone who has passed away, would be protected by HIPAA and since the facility is gone, may not exist. IF they do your best chance is to contact the Wisconsin Department of Health's office for the Division of Mental Health and Substance abuse services.

The council for Mental Health is a separate entity that is not part of the DHS system but they may be able to help you with making requests as they meet on the Mendota Mental Health Institutes grounds where most of the current records are probably held.
