Crapo and I agree that federal law should reflect the 21st-century understanding of mental illness and disease, and that the continued use of this pejorative term has no place in the U.S. Code."

The word "lunatic" appears in at least one spot in the U.S. Code — in Title 1, Chapter 1, which covers rules of construction. Chapter 1 holds that when determining the meaning of any law, "the words 'insane' and 'insane person' and 'lunatic' shall include every idiot, lunatic, insane person, and person non compos mentis."

Conrad said he and Crapo have worked with the Senate Banking Committee to confirm that eliminating the term "lunatic" would have no impact on federal law, and is supported by many mental-health advocates.

Earlier this month, dozens of groups praised Conrad for proposing the legislation, and said the use of the word in some parts of the U.S. Code serves to "perpetrate this stigmatization" caused by using the "outdated and offensive" term.

of all of the older terms used, lunatic is one of the least offensive. I guess it's a positive step but it doesn't change the fact that it is a term that has been used for a number of years.

I generally disagree with the social trends of taking what was an appropriate term and somehow making it offensive.

I generally don't understand it, I mean why did lunatic or insane become offensive? Insane means simply, not sane. Makes sense. Asylum has become an offensive term when the word itself means a place of refuge. Retard even 20-30 years ago was the proper term but is now offensive. Why?

I never quite understood why the word "asylum" ended up being offensive. As far as removing "lunatic" from federal laws, don't they have better things to do with their time? Lunatic is derived from latin, so not like it was some sort of slang. I think it had something to do with the belief that the phases of the moon had something to do with one's mental state.

One a sidenote, I had to look twice at that one senator's name, Crapo?

I understand a little of why they want to remove the language. Part of it is the PC nonsense about making everything ok language wise, but part of it stems from a real idea that a person being placed in an institution at this point may not really be "insane" or in this case a "lunatic". I still don't necessarily agree that it needs to be done, but if it doesn't impact anything I guess it doesn't really matter. The real waste is in all the time spent on researching to make sure that it has no impact on anything. If they just wrote bills and laws in plain English it would be so much easier for everyone.

As a former state hospital patient I want to toss in my opinion about the lunatic business, and removing it. I think if its already in a "law" they should leave it alone, however they can move forward and use a different word from this point on. Eliminating a word doesn't change reality or what was. If historical things are removed it doesn't change history it only makes room for the same mistakes. At the time that was the word that was used to describe mental stuff. So if the word Lunatic is already in something it needs to be left. It is like when the word retarded was no longer used it doesn't eliminate the truth and of a person having learning problems. I hope that I am making sense I do know what I am trying to say. I am just sort of sick of people thinking if they don't use a word it fixes a problem. Yes PC bothers me in some cases.

And to think, the new word...what ever it is...may be just as "offensive" in 20-so-odd years as lunatic/asylum/retard is... What is the point? You cannot take away history no matter how painful it is, and you shouldn't because I believe that history does repeat itself.
