Ypsilanti State was largely an institution for the criminally insane and as such records are split into those people that were involuntarily committed by adjudication and those people that were part of programs that moved onto the campus and were housed there late. Depending on the type of patient the records may be with the state mental health division, but are more like part of a criminal case file on the patient. The forensic center closed in 2001 and the records were supposedly all shipped to the Mental Health offices in Lansing Michigan. Any patient who was transferred and held after 2001 would probably ahve all their records a the new facility.

I would start here. If they are/were a forensic patient it would probably take a court order to release the records. If not you can try the Michigan Department of Community Health
