The asylum on Blackwell's Island was part of the New York Asylum system and any records would be held by the New York Archives or New York department of Mental Health and Hygiene.

The half built asylum closed in 1894 so i am not sure if you will find much of any records. Scathing reports and the fact the asylum was poorly manged just lead to a lot of public outcry against it. Many of the workers were inmates and there was several very grim newspaper tales that really kind of killed the place.

Well when the facility on Blackwells closed they moved to new facilities on Wards Island and some on Hart's Island. The Hospital on wards Island is still open to day so checking with them is probably your best bet.

If you would like the names, dates of birth and death, released to the public, then write to your state senator and ask him/her to support this bill. (Getting medical records is another issue because of the HIPAA Law).
