A survey of facilities and staffing needs at Pownal State School in New Gloucester in about 1953 noted that Vosburgh Hall, which opened in 1937, had 132 residents, one cottage supervisor, one assistant, and 13 attendants, but needed 21 attendants and two assistants. The building was named for Stephen E. Vosburgh, who was superintendent of Pownal State School from 1919 to December 1937, when he died.
